Self-hosted packaging-EPR reporting: own the register, not a quote-gated platform

US states are rolling out packaging EPR laws with annual reporting duties — and the software is all demo-gated enterprise. Here is a self-hosted per-SKU register you buy once.

Extended Producer Responsibility (EPR) for packaging is arriving state by state — Oregon, Colorado, and California first, with Maine, Minnesota, and Washington close behind. If you supply packaging into one of these states, you have a new recurring duty: report the packaging you put onto the market, by material category and weight, to a producer responsibility organisation — and pay fees calculated on it.

What the category costs

The vendors selling packaging-EPR software are, almost without exception, demo-gated: the call to action on every page is "Book a Demo", not a price. It is an emerging enterprise-compliance niche, which means you enter a sales cycle just to find out what monitoring your own packaging will cost you every year.

The buy-once option

Packora is a self-hosted per-SKU packaging register you purchase once. Record each product's packaging bill of materials by component, material category, and weight (stored as exact integer milligrams), import units sold by state and year, and generate a per-state, per-year report pack — material totals, SKU-level detail, and a printable summary — plus a fee estimator that multiplies your tonnage by rates you enter (always labelled ESTIMATE, never a fake $0 for unrated materials).

  • No recurring platform fee for what is fundamentally a register and a report generator.
  • Your product and volume data stays yours, on your server — not uploaded to a compliance vendor to be handed back as a PDF.
  • Data-completeness warnings flag SKUs with no packaging components and sales rows that do not match your register — excluded and reported, never silently dropped.

The honest limit

Packora produces the register, the report pack, and a fee estimate — it does not file with the producer responsibility organisation for you, and the real fee is whatever the PRO's rate table says, not the estimate. It is the system of record and the math, owned once, so that when the annual deadline comes you are generating a report instead of starting a sales call. Its product page states exactly where that boundary sits.

Every vendor figure in this category also lives in the Price Observatory — verified, dated, and source-linked, free to cite — and the calculator turns those figures into your own three-year number in ten seconds.
