Self-hosted packaging-EPR reporting: own the register, not a quote-gated platform
US states are rolling out packaging EPR laws with annual reporting duties — and the software is all demo-gated enterprise. Here is a self-hosted per-SKU register you buy once.
Extended Producer Responsibility (EPR) for packaging is arriving state by state, and Oregon's programme is the one furthest into practice. Its Recycling Modernization Act requires that, "[f]rom 2025 onward, producers of products covered under Oregon's Recycling Modernization Act (packaging, paper, and food serviceware) must, pursuant to ORS 459A.869(1) and (5), register with an approved Producer Responsibility Organization, report data to the PRO on their supply of covered products in or into the state, and pay membership fees to the PRO" (Oregon DEQ, read 5 September 2026, which also names Circular Action Alliance as the state's only approved PRO to date). California, Colorado, Maine, Maryland, Minnesota and Washington are each standing up programmes of their own on their own timetables.
Check whether the duty reaches you before you buy anything to meet it. Oregon exempts "small producers as defined at ORS 459A.863(32)" outright, and every state sets its own thresholds and dates. Only your state's own programme page settles that question — not this guide, and not a vendor's coverage map.
What the category costs
The vendors selling packaging-EPR software are, almost without exception, demo-gated. Two say "Custom", the third offers "Get a Quote", and the page explains that "[p]ricing is scoped by SKU count and the number of jurisdictions you report in". That is a meter worth reading twice: the bill grows both as you add products and as more states switch their programmes on, which is the one direction this category is certain to move.

The honest limit
